- That's not mandatory at all, but you should change the package name here to "mingxia/simplified-chinese", because your package is necessary for Flarum, it's a Flarum language pack. If you do so, do not forget to update it on Packagist. 😉
- You should write the description in English here, and change the name to the English name ("Simplified Chinese") here. They will be seen to admins and they do not have to talk Chinese to install your language pack. Note that the locale name is good here, you should keep it like that, because it is used on the language selector, and only Chinese speakers will be interested to select it.
Also, If you're interested, there is a Simplified Chinese localization available for your validation.yml file. It seems complete, so you can base your localization on it. Here it is!
Finally (for real this time), you should delete that code from your config.js file:

EDIT: I noticed that your SVG image is not displayed correctly. Do not bother to fix it, because it will probably be replaced soon with a generic icon, because country flags should not be used to display languages.
