Who should be able to close (lock) a discussion?

Should also an author of a topic be able to end (close, lock) the discussion he started? I am not sure but I tend to say yes? What is your opinion?

My opinion is that should only be for Moderator's / Staff.

If an op would beable to..they would close topics if they got into an argument, etc which kills forum discussion.

Whatever the admin of the flarum install decides.
But I suppose available options would be OP, Mods, Admin. Possibly some kind of rating system (10 votes to close or something)

I would say that it should be up the admin honestly, sometimes they only want moderators and above, other times they want the OP as well, and some even upgraded members to be able to.

If you want a rating system why not use something similar to Yik Yak? If the voting gets down to -5 it's deleted/closed, but it has to compete with those who are up voting it higher and higher.
