Modifying files is a bad idea unless they are your own files (your extension).
I have the same situation in my forum. I created a special tag - name it however you want, e.g. excluded from all or just x - which gets the setting Hide from All Discussions in the tag settings. This tag has no other purpose and choosing this tag is restricted to admins. I have even used CSS to hide this tag from showing in the discussions or elsewhere.
This welcome thread e.g. https://moccato.de/d/2-willkommen-im-forum-zusammenleben doesn't show in the All Discussions view, but you can't see the tag that is responsible for that.
