Fair point. I guess the instructions do assume that people know how to upload a web application to their server. But then, Flarum is not a consumer product. It's intended for use by web admins, who are supposed to have the necessary knowledge.

Please re-read the warning on the Download page again (assuming you have done so already).
Flarum is under development. The beta version is currently made available so people can test it. That does not mean "test it to see whether you like it", it means "test it to find and fix bugs". The aforementioned Download page has this to say about the bug reporting process:
Before you download, please read our Contributing guide so you will know what you're signing up for!
If you've read that guide as requested, then you'll know that some amount of technical ability is indeed required to use Flarum at this stage. The devs are still busy programming the software; they haven't had time to prepare the sort of documentation you might expect to see for a product that's been officially released.
In other words, it's a bit too early to be complaining about the quality of the documentation.
