Just to make sure, did you check <flarum root>/storage/log/flarum.log ?
The browser javascript console should at least contain one error if you see that message appear. Are you sure you're seeing the javascript console for the page and not the console for the browser itself (some browser don't show the errors everywhere). Also maybe try reloading the page while the console is opened.
Did you try private browsing ? Did you try with another browser ? What browser cause the issue ?
I suppose it's a local install ? If it's public, maybe you could share the url if it still doesn't work so we can take a look ?
