I don't know whether they are an established name for you but I would suggest FastComet. They are good and provide a ton of features at a reasonable price. I haven't faced a single issue from the time I am using them.

meetdilip You give a list of requirements, plus you say "I want shared hosting". But the given requirements can also be fulfilled with other types of hosting, hence I ask which of the properties of shared hosting you actually need. Cheap? Managed?

meetdilip What is your budget? DigitalOcean starts at $5/mo, Vultr starts at $2.50/mo. I've been using VirtualMin/Webmin as a panel that do pretty much everything I used cPanel for (there's a Vesta Control Panel as well that I tried).

A shared host that doesn't oversell is going to be very difficult to find at those prices.

VestaCP has some serious bugs which cause serious security threats. It was in discussion some time back

My budget is $4 per month. I am not sure I need a VPS in the beginning.

I have tried Webmin before. It is not an easy choice for me. Far difficult than the likes of VestaCP

meetdilip I was running mine on aws free but I upgraded. But the free tier does work.

Ynever used c panel but I would be surprised if you couldn't install c panel.
