Frink Asuf_o You need to click browse, and find the location of your php.exe file. Depending on what kind of local dev server you are using, you may need to look up online where the PHP executable file for that server is using.
jordanjay29 You'll need to contact the Composer support team for that, we can help you with Flarum issues once you get Composer up and working, but setting up Composer itself is not our specialty.
