Url does not convert Café to cafe

I was testing forum thread url with ascii codes and realized that they are not parsed into English letters.

For e.g.
Title: Going to Café
Url: /d/going-to-caf

Should be: /d/going-to-cafe

I did a really quick search search and found no reports on this. Bug or ...?
