Api for Tags

Hey.
Is it possible to access tags list by api? /api/tags not allowed

Track #600 🙂

For the record, you can currently get all tags at GET /api/forum. But a separate endpoint would be nice.

Oh, sorry. Missed It on github.
/api/forum really not so frendly to work with tags.
