503 Service Unavailable after Installation

Hello everyone, I want to use Flarum, however, my host was on PHP 7, so, I downgraded to PHP 5.6.16, installed every dependecy Flarum needs and tried to install Flarum.

However, after I installed Flarum, I got this message:

"503 Service Unavailable

This forum is down for maintenance."

Now I don't know what is the problem :/

(It is not a problem with PHP, I tried testing the php info page and it did work)

EDIT: I'm dumb.

If you are having the same error, PLEASE, before complaining, see if you are acessing the right folder, ok?

I installed Flarum on a folder named "flarum", and I was trying to access the folder "forum"... whoops.

Hello, im having this same problem and i dont know how to solve it?

I followed this guide: https://discuss.flarum.org/d/2187-how-to-install-flarum-locally-on-windows

I have my Flarum installed in a folder called "forum" which is located here: C:\xampp\htdocs . I go to http://localhost/forum/ but it comes up with the error:

503 Service Unavailable
This forum is down for maintenance.

How did you fix this? Thank youa

(Sorry if im being really stupid and have missed out something really easy)
