The error is due to a duplicated line. Removing "posts_link: 回覆" (line 415) at "PATH_TO_FLARUM/vendor/csineneo/lang-traditional-chinese/locale/core.yml" session seems to have the problem fixed.

This language pack is incompatible and abandoned. As an alternative you can use the Simplified Chinese Language Pack. If you are interested in reviving / maintaining the Traditional Chinese Language Pack you can get in touch with the Flarum Language Project discussion. This existing language pack could be migrated to Weblate to continue translation.
As this is abandoned and questions are repeating I am closing this discussion.
