Difference between primary and secondary tags

What is the difference between the two. What purpose does on serve over the other?
Under "create a tag" You have primary tag and secondary tag section. What happens if i leave tags on either section

Honestly, the absolute most significant difference between a Primary and Secondary tag are how they are displayed on the sidebar under All Discussions or the Tags page.

Primary Tags get premium viewing, Secondary are pushed down or even hidden.

That's it. The rest is up to you and your site's organization. Use them like category > forum, use them like labels, mix them up, don't use them at all. Between the kinds of tags you can create (primary, nested secondary tags, secondary tags) and the settings (to require or allow certain numbers of primary or secondary tags), the possibilities are pretty much endless.

Here's another captain-dummy set of questions.

Let's say I want to have a Primary tag named Culture and within them second-level Primary tags Books, Movies, and TV. But I also know that the folks on my forum are going to want to discuss particular TV shows, like, say, Terriers, or Firefly.

As I understand it, and this is where I'd like to be corrected if I'm wrong, I could either just let someone start a freeform Terriers thread tagged with TV, or I could add a Secondary tag of Terriers with which they could tag any posts about that show — but here's where I'm a bit confused: that Secondary tag is going to appear in the navigation menu of tags, correct? Below, I guess, all the Primary tags.

Is there a way either to hide Secondary tags from that menu (if you'd even want to do that; I am not certain I would but I'd like to know)?

Barring that, can someone explain to me how the Secondary tags are sorted in that menu? Is it random, alphabetical, by usage? Is there some way at least to visually differentiate in that nav menu that the Primary list has ended and now it's showing Secondary tags?
