You mean, create a discussion and lock it immediately ?
As an admin, I don't think you can do that via the graphical interface, but it might be possible via the API.
Or do you mean also for user-created discussions ? With or without allowing them to lock/unlock manually later ? That would likely require an extension.
Philosophy: is a locked discussion by default actually a discussion ? 🤔
