I try to install flarum on a vps ubuntu16.04 1CPU 512RAM.

This is much too small for Flarum installation, unfortunately. I recommend you set up a swap file for the installation at least, composer needs quite a bit of memory to run its operation. Make sure you have a large enough swap file (the normal rule of thumb is 2x your RAM) to be over 1 GB in memory space.

techtolead Please don't tag other community members - particularly in discussions that are over one year old.

For sake of expedience, you will either need to increase the RAM you have with A2 hosting, or create a swap file. Increasing the RAM or the package you are using will in fact be a better choice.
