Please add cyrillic letters support in Username

Hi, I'm using Flarum from not long on my Ubuntu 18.04 server. And found very uncomfortable to not being able to use cyrillic letters (in my country language) in nickname.

Also mentioned that Slug in Tags also dont support cyrillic.
This issue not so ctritical as previous but still.

Can you please fix this?

And while it's not possible to actually show those letters in the URL bar (since URLS must be strictly ASCII characters, this is a limitation of the World Wide Web and not Flarum), there are two extensions that can help you:

URL Transliterator and Friendly URLs for slugs.
