InvalidArgumentException: 'Middleware must be callable'

I'm trying to do a non-Vagrant install of Flarum, I did what is in the system/vagrant/environment.sh file. But after it, I'm getting InvalidArgumentException: 'Middleware must be callable'.

It worked with Nginx. But what's the problem with Apache?
