Can't Pick Either Primary or Secondary

I tried to create Tags (categories), but I can't get to choose between Primary or Secondary. How do I do that?

Never mind, I did not know I could drag.

I've had a person that thought this was a bug of the extension. Maybe it should be made more clear...
