Short answer is, no, there's no estimate right now. Our core developers are heading towards our first stable, 0.1, right now and that's their priority.
If you cannot use composer, I'm sorry, but Flarum's betas may not be accessible for you on your host. I'd recommend you seek out different hosting, it's likely there are hosts that will accommodate composer and Flarum at a similar price to what you're paying.
