The URL can change to absolutely anything so long as it contains the discussion ID (this discussion, for example, requires https://discuss.flarum.org/d/20975 but after that you could write anything, like https://discuss.flarum.org/d/20975-nothing-to-do-with-flowers and it would still work), but Flarum will always use the discussion title for its internal URLs. To change that, you would need an extension.
