UntrustableRus the permission exists but is actually missing from the admin panel. I'm surprised nobody noticed this earlier, thanks for the report !

I opened an issue for the missing control flarum/core1845 we'll get fixed in a future beta. It's also an easy first issue if someone wants to submit a PR !

In the meantime you can manually set the permission via the API or by inserting the permission in the database (add permission user.edit with the group ID in the group_permission table)

[Solved!] This has been solved and the ability to give certain groups access to edit users on the admin panel has been added in V0.10

This permission lets groups specifically edit other user settings? Kind of confused who would need such a permission other than a moderator, or does it just mean users posts?

cmcjacob It means user settings. The edit item on a user's dropdown controls.

That's just it. Only admins had such a permission, which meant moderators (not the group, users that moderate) would have to be admins (group) to be able to edit other users. By having the permission (which should've existed already), you can have moderators (group + users) edit user settings.
