When you have more than one language installed, Flarum will offer a language switcher on the top-right of the screen on desktop, and on the left hamburger menu on mobile.
There is no comprehensive extension for GDPR right now, but there is an extension called Flagrow Terms that you can use to set up your own terms and privacy policy that can comply with GDPR. Requests for deletion may have to be done manually, however.
