Malaka Are you asking for Flarum to serve as a Question & Answer site (a la Quora or similar engines)? If so, there's no functionality like that in core, nor any current extension (to my knowledge) that does this.
You might find some use in the FriendsOfFlarum Polls extension, but I don't know if that's what you need.
You might also have success with the Select Post Best Answer extension.
There's no simple way to just import a csv file to do what you're asking, the best approach would be to figure out what you need done (using Flarum's built-in discussions with one of the above extensions, or a new extension created), and then approach that yourself or commission/pay someone to do the development.
