You are asking different questions in your title and message.
Regarding whether your mails are spam, it's a difficult problem not limited to Flarum. Some email relay tools will let you know if third-party servers refused the email because of spam. But if it's accepted and going to users's spam folder, then your only way of knowing will be through user feedback.
