Davis I don't even think we can assume said extension would be available to the general public. If OP hires someone to create an extension, the terms of that agreement are between the two of them. That may or may not include licensing, redistribution and copyright.
Mind you, this is all perfectly acceptable. Flarum does not require all extensions to be public, nor do they have to be free or open source.
