And instead there are actually 2 completely separate sections regarded as being (1) [Primary Tags + Sub-Primary Tags] & (2) [Secondary Tags] ?

User31 your second version is indeed how tag minimums and maximums are counted.

Main or sub primary tags doesn't have any incidence on validation or permissions, except that you cannot add a sub tag without its main tag as well.

clarkwinkelmann this is wrong. I've just tested this with 1-2 Primary and 1-1 Secondary tags allowance. When I select 2 Primary tags, I can only choose their Sub-tags, OR my defined Secondary tags:

If I choose a Sub-tag, I cannot select any Secondary tags, as they are counted to the same pool:

This seems like a bug, or a missing feature.
