It's not possible in Flarum right now to have a username with anything but (Latin alphabet) letters and numbers. Our developers do intend to address this question, it's a serious concern for non-English Flarum sites, but it may have to wait until after stable release.
In the meantime, there is a Nickname extension which will let you set just about any string to your nickname, which displays instead of your username on posts/profile. It should be possible to use a webpage as a nickname with that extension.
