I'm assuming that the arabic language pack extension depends on the tags extension. At some point, you probably disabled and reenabled the tags extension. This caused the arabic one to be loaded before the tags one, which broke it. We're working on changing the system a bit so that extensions boot in dependent order, but that's still in the discussion phase.
