rmalenko the number of forum users doesn't matter for Composer.
Rather, the number of extensions installed will increase the required memory for Composer but probably not by much. The initial memory requirements are the worst.
Regarding required memory for running the forum, 1gb should be more than enough for that number of users. You can probably scale to hundreds of users on a 1GB hosting without issues.
