This would probably require an extension, as when you see "Can't start a discussion", the button is disabled. So changing its text won't change its functionality.
I think there's also no way to differentiate the "start discussion" in Linguist when logged out and logged in. An extension would be required to load up a different translation. If that's indeed the case, a PR to core to use two different translation keys would be welcome.
