Given that extension doesn't appear to have a discussion under the Extensions tag here, I would advise caution when trying to use it. If an extension is not published here, it could mean it's still in development or unstable.
For your use case it seems like the default sticky behavior would be reasonable. Once people read those discussions, they probably don't need to see them again every single time they browse the forum.
You could also use the links extension like we did here on Discuss to link the guidelines thread from the header.
