The software isn't responsible for checking the bounces. Some mail service providers allow you to check on the bounces and take action accordingly, on newsletters this would imply removing their subscription, with flarum it would probably mean suspending them. Providers that allow this are mailgun, sendgrid and mailchimp from the top of my mind.
