The issue is still present for subtags. This is because logic that controls whether discussions can be started is currently implemented as validation logic, not as a policy. There's an open github issue for this, but it's unfortunately not a priority for this release. Of course, if any community members are interested in contributing a PR to fix it, thst would be greatly appreciated!
