Suspended user should be not able to edit his avatar

Hi, today I discover an issue that affect all my Flarum communities that are Beta 13.
If an user is suspended still be able to use, change illegal images as avatar.
Suspended user are still able to change his avatar picture and this is something I cannot stop even assign this banned user to a specific group.

I opened a GitHub issue about that flarum/core2441
