Lana in Flarum we made the choice to implement "categories" using an extension called Tags.
If you don't want to use any tag, you can disable the Tags extension completely.
If you only want secondary tags, you can simply not have any primary tag and configure the minimum number of primary tags to zero in Admin > Tags > Settings
