TutoRapide setting "start discussion" and/or "reply to discussion" as desired should work. That's what many forums use and what we use ourselves here for the "blog" tag for example.
The scoped permission needs to be more restrictive than the global permission. The opposite doesn't work, because the most restrictive is used.
If that still doesn't help, can you share a screenshot of your Permissions tab?
