ctml In the admin dashboard. Create the desired tagging structure Go to the permissions tab and click "Restrict by Tag" Configure the permissions for the tag under it's assigned column. For your case that would be to only allow mods/admins to start discussions, and all members (or everyone) to read discussions. You'll need to set all other desired permissions as well but can keep the same as the default global if you want.
askvortsov Another thing to note: Beta 14 has some bugs with per-tag permissions, which should be fixed in the soon upcoming beta 15
