Your webserver can be set up (and mostly is) to serve existing files before directing a request to php. As such you can create something like https://yoursite.com/index.html which is then served under https://yoursite.com before Flarum. Do understand that you will need to make sure that redirection to Flarum happens and there might be some side effects that I cannot foresee right now.
