Installing Flarum - after composer install, msg nothing to update. Please help

Hi, thanks for reading this
I have put so much time into trying to install flarum that I am getting emotional.
I use Digital Ocean, New Ubuntu 20.04 droplet.
I followed steps from here

(first time it worked, but issue with mail service, had to reinstall, on a new droplet)

This time, (and the 2 time before) when I get to the composer install step (Install flarum in the tutorial) nothing happens, and I get the message there is nothing to install or update.

Previously, it all seems nice and cool. Please help a brother in flarum past this setup wall.

The composer create-project flarum/flarum . --stability=beta command should already install everything that's needed, I'm not sure why they included composer install as a separate set. Assuming you're running in the correct directory, you can consider "nothing to install or update" as a success message, and move onto the next step.

askvortsov super quick reply, thank you! Yet, after the chmod lines, when I go to nano /etc/apache2/sites-available/flarum.conf the file is empty, nothing in there
The 1st time it was a full file where I could add the

That file is located completely outside of your flarum install. It won't be there by default; you need to create it and add the listed content.

It works, thank you!

I do have an issue with letsencrypt, which did not see my subdomain, but worked on the main www. domain, and the let me choose the virtual host which is the flarum subdomain at option 2, and now I get a security warning when opening the site.. but that is a different thing.
