I created a basic template for language packs with detailed instructions on how to use it and register Composer package with translations for your language. I hope it will help non-developers to create and maintain language packs for unsupported languages, since creating such package is the only part that requires some technical knowledge about git and Composer/Packagist. After this maintaining a language pack integrated with Weblate is pretty straightforward.
I'm also open to suggestions on how to improve it, especially docs. What kind of problems you had when you created your language pack?
