Sticky Posts At The Top

How do I get sticky posts to remain at the top above any new posts made? Like they are here?

I have two sticky posts on my site, but they get bumped down whenever a new post/discussion is made. I even tried changing the drop-down menu from Latest, to New, etc..

They are bumped down only for users who have already read them.

Users who have not read the sticky post will see them at the top until they read it.

I think there is a super stick extension somewhere if I remember correctly
