Making to so people can only view forums

Hey everyone,

I am trying to make my rules and announcements sections so people can view it but not make any threads. How do I do this. Please help me out.

PurpleSheepMC for that tag, set "view discussions" to all users, and "start discussion" to admins, mods, and other privileged groups.

PurpleSheepMC add tags in the tags page in admin. Set permissions on the permissions page.
