Welcome box

Hi there.
It took 10 minutes to make a right suggestion.
Anyway.
Now: New user sees welcome box and closes it. Cookies dont let it appear again.

Possible future: new backend option - "make welcome box hideable or not" and new users (or not new) can open this message anytime again.

My point - this is a good place for some important notifications. So...i thought if users anyway see it...why is it one-time thing.

Yep but my idea wasnt about closing or permanently showing this block.

Closeable is good but i want opportunity to open it again if i'd like to
