Perm Delete Homepage Container?

In the image below, looking at the arrow there is an "x" to hide the homepage container there, and if clicked you cannot show it again unless cache cleared. Why is that there how do I remove that?

Oze Stylix58 your image was shared using a temporary access token which has expired. We can't see the image anymore.

I saw the image yesterday before it expires. If you want to hide the hero welcome banner for everyone, you can use CSS to hide the element. If you just want to hide the close button you could do that with CSS as well.

I remember there was another discussion on this forum that discussed some javascript to change the behavior of when that welcome message is shown.
