How do you post a sticky?

I'm new to Flarum. As an administrator for my forum, how do you post a sticky? For the life of me, I cannot figure out how to do it. I was unsuccessful in trying to find a basic user guide online for Flarum. Any help would be greatly appreciated. Sorry for the newbie question.
