Tags - Primary Specific Secondary Tags

Hi, have had a search and can't find an answer to this. Have also looked through the tags extension on the test site.
Is it possible to have secondary tags only able to be used for specific primary tags as we used to be able to do or am I
missing something really obvious here?

wignu if i understood your question correctly this could be the right answer.

you should drag the secondary tag under the primary tag and it will be set as a subtag.

if someone wants to select the subtag they first need to select the primary and then the subtag
