They're both great tools to possibly improve your site speed. However, cache is not always answer to "speeding things up". A variety of other things impact the performance of your server as well, notably (IMO):
- 2 GB RAM might not be enough. If you have a busy server or run a couple of other processes on your machine, the RAM is obviously likely to drain faster (and the fact that you use shared hosting contributes to this). A swap file might help you, if your hosting allows you to use that.
- You also mentioned that you are using a lot of extensions. If an extension has large bundled JS scripts or CSS styles (or is simply heavy for Flarum in general), it drastically slows down the page loading. Consider uninstalling redundant extensions or at least disabling them to look for differences in terms of site speed
