I don't have the legal knowledge to understand the effect outside of Ireland that a ruling in that country might have. I know that European member states can override a European court ruling. Would this override apply it would make sense to only apply to people in Ireland and not Europeans as a whole.
Regardless of that, let's just see how this turns out, because I don't expect that this will have any real consequences further down the line. It (probably) is only meant to create confusion and add ridicule to the GDPR that (maybe not in the best way) effectively protects user privacy.
