PikaPower I believe both upload extensions add this feature.
FoF Upload definitely has that feature.
Theoretically one could implement a feature when dropping an external file URL in the comment box creates a bbcode/markdown markup for that external image automatically, but I don't think that's something that would be used often. For local files upload, you need one of the files upload extensions anyway.
