hepaly I don't see any obvious issue. To my knowledge none of the extensions you have modify the post edit permissions so even the order the extensions were enabled in shouldn't matter.
You could verify that the value for allow_post_editing in the settings table is exactly the string reply.
You can also verify the "edit posts" moderation permission is correctly set to admins/moderators only (it's lower on the page and not visible in your screenshot). If you have tag scoped permissions it could have been customized in some tags only but from the screenshot it seems like you don't have tag scoped permissions so it's probably not it.
