Are you talking about on the main All Discussions list? Because stickies here don't employ that behavior, once they've been read, they act like normal topics and fall down. I'm wondering if you read the Discussion List Revamp thread in which Toby talks about changes to stickies, too, including the idea of global stickies that will behave like you've specified.
